Did Philadelphia tarnish the name and memory of heroe Octavius Catto, by naming the city's horrible reform school for boy's at 44th & Ludlow in West Philly, after him? During the late 60's and 70's, the name Catto struck fear in the hearts and minds of Junior High School children, who watched countless unruly classmates get snatched, and sent to the Catto, purgatory. Toted as a reform school back then, we never saw these classmates, again. Rumors actually had it, that Police were hired, to teach classes. But if the school later inherited that responsibility for the entire school system, it's name should have been changed. Hundreds of thousands of students from that era, will forever remember the name Catto, as the worst possible potential outcome, for their Philly school, experience.
