Yeah, it's just plot reasons a smaller bullet was able to penetrate the bigger one. Plus peacemaker just fought with Rick Flag and was already exhausted when fighting with bloodsport.
The only reason why he lost was because his bullet was bigger and it costed him since all they did was shoot at the same time. That wasn't really a drawn out fight in terms of strategy and skill and if they're bullets were the same size then they would have cancelled each other out. You got to read the scene rather than just go by who won and who lost. And that's not even mentioning the fact that Peacemaker has shown to have more impressive gear in his show such as his helmets that gives him super powers and his shield. There's just too many scenarios that Peacemaker would win in than what there is for Bloodsport.
