Livingston and Toledo Bend to Western rivers + lakes like South Concho R., Lake Summer-- New Mexico, and Buffalo Springs Lake. 2: Using the western and central part of the state for ranching, and eastern part for farming. (since farming requires more water) 3: Desalinizing sea water, to store out west in under ground wells. (Trans Pecos, Permian Basin, and Panhandle regions)
