You can apply this to a joint if you want to shake only one specific part of the body or... to the mesh as a blend shape of you want to shake the entire character, cheers!

can you bake the keys once you have the shake you want?
sure why not? just select the scale channels of the object you are shaking, go to edit/keys/bake simulation
