wd 40 is a good cleaner, but chemically it dries rubber/plastic out - spray it on the rag or id say just keep it away from the tires altogether. If your wheel is oily and dirty enough to warrant using wd40 on it, there is almost certainly a separate issue causing that. Either that or you do a ton of burnouts

Of course it eats the paint. I destroyed the gloss on my paint...at the end of the clip you can notice the red paint on the paper towel
