Totally, totally agree with you about the early 20th century of Rabbis in Europe refused to leave to Israel and discouraged their followers. So glad you brought it up. It has always upset me.
Exactly Rabbi, This issue has happened several times in our history. A Rabbinic Ruling seemed to be good at the time, for a purpose. Which it was, as the situation changes another Rabbinic Ruling must take its place.Example: When the Roman Empire would kill thousands of jews for promoting an idea, to save lives the Rabbinic Ruling is to be silent about the idea. Even though the threat from the Roman Empire is gone, the rulings still remains. Everytime as a jewish community, whenever any conversations about Ha-Moshiach rises, the world tries to demand silence. Re-building the temple: the world says "Be silent". We forget who Ha-Shem is, how powerful Ha-Shem is. Does God not have an army? Does God not control creation? who should we fear but Ha-Shem alone. Is not only Ha-Shem God?
It's a rhetorical question, for all of us to process for ourselves. I think the answer is: neither. It is a very practical question because when Moshiach comes, we are all going to be united around one holy temple, one kohen gadol, one melech. What do you propose we do at that point? Both Ashkenazi and Sephardi Judaism are clothed in layers of galuth specific to their respective regional evolutions. We cannot be so attached to such galuth-evolved nusachs that they divide us.
