Dodge Charger Flees From Traffic Stop Hits 18 Wheeler Head On During High Speed Chase

- on January 24, 2024, I, Trp. Dairren Evans #573, was patrolling Interstate 40 eastbound when I noticed a silver Dodge Charger with LPN "USAJCKN" driving in the left lane with a dark tinted license plate cover. After checking the license plate through NCIC (National Crime Information Center) it returned expired on 6/30/2019 on a 2013 Hyundai Elantra blue in color. At this time, I activated my emergency equipment to initiate a traffic stop on the suspect vehicle. The suspect vehicle slowed and pulled to the outside shoulder coming to a stop. As I exited my patrol vehicle, I noticed the suspect vehicle had not shifted to park. I closed the door to my patrol unit and began my approach to the suspect vehicle, at this time the suspect sped off and fled the traffic stop at high rates of speed. The suspect vehicle fled eastbound on Interstate 40 at speeds well over 100 miles per hour. The suspect vehicle was driving with no concern for other lives on the roadway by recklessly driving on the shoulders at high rates of speed and weaving
through heavy traffic. The pursuit continued onto Interstate 40 to the Interstate 40, Interstate 55 split where the suspect took Interstate 55 southbound. The suspect continued to drive in an extremely reckless manner and at one point almost lost control of the vehicle at high speeds with traffic present. At this time, I decided to attempt a Tactical Vehicle Intervention to stop the dangerous flight of the suspect vehicle. As I positioned my vehicle for the intervention the suspect brake-checked me, causing my unit to pass the suspect vehicle. The suspect vehicle then came to a stop and made a U-turn continuing to flee the wrong way on Interstate 55 with heavy traffic present. The suspect vehicle drove northbound in the southbound lanes of Interstate 55, I attempted to follow the suspect vehicle. As I got through traffic, I began to drive the shoulder to follow the suspect vehicle. I then saw the suspect vehicle had struck a semi-truck head-on in the center of Interstate 55 and the driver was fleeing on foot to the north. I exited my patrol unit and gave chase to the driver. After a brief foot chase, I was able to apprehend the driver who was later identified as Kyla Morrow 7/5/2004 of Arkansas. The suspect was offered medical treatment by Crittenden EMS, but she refused treatment and complained of no injuries. The suspect was then transported to the Crittenden County Detention Center without further incident. The suspect was charged with the following:

5-54-125(c): FLEEING - ON FOOT
5-13-204: AGGRAVATED ASSAULT

27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST
27-50-302(a)(6): DRIVING THE WRONG WAY ON A ONE-WAY STREET
27-14-306: FICTITIOUS TAGS
27-14-701: OWNER FAIL TO REGISTER VEHICLE - EXPIRED TAGS
27-22-104: NO LIABILITY INSURANCE

Truckers have insurance and the insurance will cover it.
Why does the trucker have to cover it on his insurance? It wasn’t his fault.

Then they will go after her insurance for the damage because technically her insurance company is liable. But to get paid faster: his insurance will cover him and then take care of pursuing the other insurance company later. Insurance companies do it all the time.

As a trucker myself, its astonishing how reckless people drive around me all the time. You get into a wreck with me on the highway and your chances of survival aren't too good.
Some people just want to show how big and brave they are, and sometimes they will prove it by brake-checking a truck, or some similar shenanigans. I don't think we give enough appreciation to people like that, bravely sacrificing themselves to improve the average quality of the gene pool. The true unsung heroes of evolution.

About a year ago, I saw a driver coming at me on a busy San Francisco Bay Area freeway that only has one direction, it was so strange and something I'll never forget. I honked like a mad woman, but no reaction. So scary.

Attempted murder charges in many (all?) states require known intent by the perp to kill somebody specific. Murder requires intent, manslaughter does not. Driving down the highway the wrong way is not attempted murder, nor is it attempted manslaughter (there's no such thing.) If the driver had killed semi-driver, it would've been some form of manslaughter most likely.

That rig is gonna take $60k to repair minimum in parts alone, entire steering assembly, suspension on the impact site at least, bumper, hood, lights and what ever unforeseen damages occurred to the engine/drive train.

The entire front suspension on one side was gone, most of the engine components on that side of the block were gone, and the frame was bent in all the way to the cab door...

And the insurance will only pay about 60% of it's actual REAL value and call it 'blue book', leaving the driver and their company down a cab. As well the trailer with, likely, a bent fifth wheel plate and potentially written off cargo due to possible contamination.
I was so surprised to see who the driver of the Charger was because young guys like him are usually so respectful of the law and of others. They usually show care and compassion and don't just think of themselves. Shocking to see someone like him do something like this.
When I see situations like this, I think to myself that they must not value their life let alone anyone else to drive like this. INSANE!

ASP needs to change their pursuit policy to stop endangering the public for minor traffic offenses. The PC, weather conditions, and trooper driving blindly the wrong way on interstate would get him fired from most agencies. It’s the same reason Tennessee doesn’t allow them to continue fresh pursuit into Memphis.

Back when I was a mechanic, you would be surprised how many people put a tag from another vehicle on a car that they would bring in for emissions testing. My reply was the same thing over and over again, that it was a good way to go to jail. People don't listen, or learn.

People live in fantasy land and think the police have a magic crystal ball that will automatically identify a car, it's owner, who was driving, and prove it all beyond a reasonable doubt in court. The real world isn't that easy.
I think the GPS was not accurate. Several times it went to 0 from 140mph. More like 115-120 based on how fast the other cars were passed and experience going that fast

I have 650,000 miles behind the wheel of an 18 wheeler. The only reason I still do not drive is because of my health. 47 out of 48 and three Canadian provinces. I was thinking the same thing as I was watching it. I was amazed. I could still hear him that far away. And the fact that he ran after her in the rain and he probably didn't even warm up before that workout. Ha ha.
Used to be a LEO back in the '90s. I don't know if they're still using Motorola or not but back then the Motorola radios we had had incredible range, partially because of the repeater in the squad cars radio system.. It basically acted as a miniature radio antenna and bounced signals back and forth. You could talk to another officer easily 10 miles away from another officer and it sounded like you were crystal clear right next to each other.

Completely unnecessary! He took forever to turn around, (allowing the suspect to get a jump on fleeing), and he could have caught up to the suspect in no time had he driven across the median and pursued with his squad car!

Advice to all those using cars with false tags to commit traffic crimes :
1. Make sure the false tags come from the same make and model car with the same color of paint.
2. Make sure the tags come from a car with paid up in force insurance.
3. Only commit traffic violations during clear weather daylight hours.
4. Limit your traffic violations to speeding no more than 20MPH above the posted speed limit. NO weaving in traffic and NO driving on the shoulder.
What do you think the odds of her having NO insurance are. Hope she gets lots of jail time.
