Darc is kind of similar to Madoka in a way. Just like Madoka, she has high potential as a magical girl. And the reason is because she is greatly intertwined with the string of fate and that's a fact since she is famous historical figure that made a huge impact on the history of the world even if it's a little off from the history we know. Madoka also greatly intertwined with future of the world since she is really crucial for saving the world from Walpurgisnacht and Homura's time magic is the one that make Madoka to be greatly attracted by the force of fate.
