That's a moped lol I'm not sure if you might be from out of the US but it's heavily common here. It actually substitutes as a cheaper alternative to a car, and in a lot of states doesn't even require a license to drive. Now granted, that is one souped up moped lmao that doesn't look too cheap. Typically, they just don't go over like 50-60 mph, some even slower depending on how much you're willing to pay for it.

My friend was watching over my shoulder and said, "[The trombonist] isn't playing the right notes. That's not even how that song goes!"... All I could do was tsk tsk him shamefully.
Look at how big those buckets are I have never seen nothing like that in Central Park New York. People would have their instrument cases out collecting change never a bucket.
