The patent office may not care about the (Poor mans patent via certified mail ), it's for whoever mails in first to them is all they know and go by. But in a court of law (Supreme or Civil) , the "Poor mans art via certified mail" usually does stand up in the court of law as proof.

Can i ask if say a person from the Philippines can get a patent in the USA ? if patents granted in the USA applies to the rest of the world ? if there is a provisional patent for a design patent ? and how much would a provisional patent cost ?
