Vixen still has her powers WITHOUT the totem. The totem helps her focus her powers so that they don't overwhelm her, but it is not the source of her powers. Her powers are innate. Without the totem, Vixen would act less human and more animalistic, which is BAD NEWS for anyone going up against her.
