Here's the official statement:
" To implement the cap, as of January 22, 2024, EVERY STUDY PERMIT APPLICATION submitted to IRCC will also require an attestation letter from a province or territory. Provinces and territories are expected to establish a process for issuing attestation letters to students by no later than March 31, 2024.

Masters and phd students don't need attestation letter. Its clearly mentioned on official website.
What about 1+1 program? My first course will finish in April 2024 and second course will start in September 2024, i still have to apply study permit for the second course but I'm already on a study permit for my first course, do I also need attestation letter from province?
Hello Sandy, SOWP can be applied for 1 year masters program as well ( like accelerated MSc or Masters in Mgmt) or only applicable for 2 years masters after new rule? Please clarify.

Hi Sandy, are you sure that spouse of PGD or PG Certificate students will get OWP besides master’s and doctoral programs like you said in 6:00? The statement is "In the weeks ahead, open work permits will only be available to spouses of international students in master’s and doctoral programs. The spouses of international students in other levels of study, including undergraduate and college programs, will no longer be eligible". To me how I meant is, only spouses of master’s and doctoral students. Am I right?

Yes and No!! You may not be able to acquire dependant working permit and upon completion of her studies she might find difficult to get a 3 year work permit! She can get only one year work permit! Try applying for 2 year Master program in University
