I think that was just phoebe’s nature in general. Phoebe would also rub piper and Prue’s hair she did it to Paige maybe a few times it was rare though. Phone was just a touchy person.
Phoebe was in general the most affectionate person in the show. She was the free spirit of the first 3 seasons. Her strong side was her love for life and her ability to take risks. Pipers strong side was the ability to mediate and calm others down. In a sense she was also the counterpoint to phoebe's riskiness. And Prue was the leading force. The person who, at the end of the day, will do what still needs to be done, even if it was caused by the faults of others. She was also the decisionmaker and driving force. She was the least emotional of the three, but the most practical thinker.
It’s probably more so because Holly (Piper) and Shannen (Prue) have been bestfriends in real life since they were 16 and 18 and I think that friendship really leaked on screen and made Piper and Prue the closest not only because that’s how they wrote it but also just because they had that natural chemistry they never had to fake loving each other
I do feel sorry for you piper and you have to but up your sisters all the time way don't you have a rest of your sisters if you could say to them to get a new one and only one who is the most beautiful lady in this is piper and I love you so much better now that I have to do it for a while to get the hang of it and it is not the same as the best of all time favourite songs are the same as I am a fan since I have to be in charmed with you

Not really. Phoebe also has such scenes with the others. Phoebe (Alyssa) was also the most affectionate and touchiest of the three. The funny thing is that the dynamic, that was shown in the very first episode between the sisters, is pretty much exactly the same thing that happened between the actresses later on. Shannen didn't think Alyssa put in enough for all the attention she got and Alyssa thought that Shannen is on her high horse and only looks down on the others. Holly was the mediator and the only person on the show that really got along with everyone, just like in the very first charmed episode. Who knows, maybe they were just unable to keep acting and Real life apart and felt negative towards each other due to the scenes they had to act.
