The purpose of the block amount is to ensure financial security to the student. If the student can manage an internship or a part time job then 2nd year blocked amount is not needed as you have a self sufficient earning.
No not at all..u need a residency permit..if your permit is only for a year..then you have to show your blocked account amount again after 1 year..

It depends upon the city. Erlangen 2 year extension. Nuremberg 1 year extension
