I read the document- Defense planning and guidance for FY 1994-1999. The US infact acknowledged itself as the global hegemon after the unfortunate disintegration of Soviet Union and this document proves that US will go to any length and breadth to promote its 'model of democracy' and will significantly deter any regional player to match up to their level. Today, the US is expressing concerns regarding Chinese dominance over GVCs and sabre rattling(as if US never does and did in the past), it world resort to similar tactics against India in the foreseeable future.

US wants that india & china should fight so that neither can challange it. While india has no intention to challenge US, but it wants to use india & then throw in dustbin.
Regarding engine deal because expected order is about 500 engines, they may transfer some technology but not hot core technology. This is commercial decision.
We should improve relation with US with caution, but improve as long as possible.
