This is why i gave up on modifying "newer" cars in California. I had a single turbo Supra and got state reffed. I ended up selling the car because I could pass the ref expectation. I was treated like a criminal just for modifying my car. Now I have a 63 Impala SS, with a crate engine, no cats or mufflers, and cops don't mess with me anymore.
also for future reference, a loud exhaust by itself is not considered emissions tampering. They use a decible meter and anything above 0.95 is a no-go. Sadly many vehicles with factory exhaust fails this test and pops and bangs is how to get attention too. Its like the manugactures put pops and bangs in on purp to generate revenue. 😮

Recently, the CA Emissions board came to my job (An aftermarket Euro Performance Parts Company) and said we cannot sell anything that is not carb-approved to CA anymore. Even if there is signed documentation for "off-road use" or even if the billing address is tied to CA. So no more sending it to another state and having it brought over anymore without a fine. My ticket was only $8.50 because everything after market was 50 state legal and CA Carb legit except the downpipe, but I just put my cat back on.. I just had to take off my taillight tint, and unplug and tuck away my Cobb Access Port.

Yep, I had to remove my air intakes on my 370 Z and put on the original stock ones in order to pass smog just because the company (Injen) that makes my intakes hadn’t yet been approved by the CARB. Six months later I saw they were on the approved list and I was able to get my three cents sticker to put on my aftermarket intake and now I no longer have to remove them in order order to pass smog check… It is all just a money grab in California

Fun fact: once a cop starts to write a ticket, he has to finish it or account for the reason why it was voided, as every ticket in the book is tracked. I got pulled over in a government van because we hit something that tore a hole in the exhaust making it load. I was in full Army uniform with several soldiers when the cop starts writing me the ticket for the exhaust. He got pissed when I said this is not my vehicle and I won't be signing the ticket he can deal with the Army about it. He jumped straight to threats of arrest and towing if I continued to refuse. Me with full knowledge the Army would stick me with all of the BS of the ticket and problem of clearing the ticket, I just smiled and said go right ahead. I have never seen someone turn so red so fast; I just potentially quadrupled his workload. He would have had to deal with 6 stranded soldiers, a tow, and arrest paperwork. So, I pointed those facts out to him with an IDGAF smirk. His supervisor shows up tells me I don't need to sign the ticket, and it will be sent to the base. As he handed me the ticket furious because I refused his power trip, I looked him straight in the eyes and gave him a kiss, kiss noise and said bye sweetcheeks. I never want to enter California again if I can avoid it.

This is why i gave up on modifying "newer" cars in California. I had a single turbo Supra and got state reffed. I ended up selling the car because I could pass the ref expectation. I was treated like a criminal just for modifying my car. Now I have a 63 Impala SS, with a crate engine, no cats or mufflers, and cops don't mess with me anymore.
also for future reference, a loud exhaust by itself is not considered emissions tampering. Exhaust noise levels and emissions regulations are governed by different sections of the law, and while a loud exhaust can be a violation of California Vehicle Code (CVC) § 27151 (which regulates noise), it is separate from emissions tampering under CVC § 27156. in order for an officer to reasonably suspect emissions tampering due to a "loud exhaust" they would typically need to observe specific like the catalytic converter is missing or altered. This would likely require the officer to visually inspect under the vehicle to see if the catalytic converter has been removed, bypassed, or replaced with a non-compliant part.
They use a decible meter and anything above 0.95 is a no-go. Sadly many vehicles with factory exhaust fails this test and pops and bangs is how to get attention too. Its like the manugactures put pops and bangs in on purp to generate revenue. 😮

Recently, the CA Emissions board came to my job (An aftermarket Euro Performance Parts Company) and said we cannot sell anything that is not carb-approved to CA anymore. Even if there is signed documentation for "off-road use" or even if the billing address is tied to CA. So no more sending it to another state and having it brought over anymore without a fine. Man, they are really cracking down.

I got state ref'ed because I had tinted taillights and then he saw my exhaust tip and used that as a reason to "inspect" my car. Of course I had a down pipe intake and a 2 stage on my Cobb WRX. My ticket was only $8.50 because everything after market was 50 state legal and CA Carb legit except the downpipe, but I just put my cat back on.. I just had to take off my taillight tint, and unplug and tuck away my Cobb Access Port.

But we were always getting pulled over for loud exhaust, loud music, car being to low, tires being out to far, speeding, cruising, etc., etc. ever since they have been deemed classics they don’t mess with us no more. Now they go after any new car with an aftermarket muffler or intake which may free up 5 horsepower and sound a little lower that stock. But now us muscle car owners can drive around with over 500 horsepower and no mufflers sounding like nascar going down the street. Motorcycles, diesel trucks have no restrictions but don’t you dare put an intake on your 4 cylinder Toyota Tercel

Intake silencing has been regulated since 1970 model year. I have a 1970 Plymouth GTX, which I bought new and the original build sheet said car not destined for California.
I warm mine up for a few minutes and drive it gingery until it gets up to normal operating temperature. An engine will warm up faster under a load.

Yep, I had to remove my air intakes on my 370 Z and put on the original stock ones in order to pass smog just because the company (Injen) that makes my intakes hadn’t yet been approved by the CARB.
Six months later I saw they were on the approved list and I was able to get my three cents sticker to put on my aftermarket intake and now I no longer have to remove them in order order to pass smog check…

Fun fact: once a cop starts to write a ticket, he has to finish it or account for the reason why it was voided, as every ticket in the book is tracked. I got pulled over in a government van because we hit something that tore a hole in the exhaust making it load. I was in full Army uniform with several soldiers when the cop starts writing me the ticket for the exhaust. He got pissed when I said this is not my vehicle and I won't be signing the ticket he can deal with the Army about it. He jumped straight to threats of arrest and towing if I continued to refuse. Me with full knowledge the Army would stick me with all of the BS of the ticket and problem of clearing the ticket, I just smiled and said go right ahead. I have never seen someone turn so red so fast; I just potentially quadrupled his workload. He would have had to deal with 6 stranded soldiers, a tow, and arrest paperwork. So, I pointed those facts out to him with an IDGAF smirk. His supervisor shows up tells me I don't need to sign the ticket, and it will be sent to the base. As he handed me the ticket furious because I refused his power trip, I looked him straight in the eyes and gave him a kiss, kiss noise and said bye sweetcheeks. I never want to enter California again if I can avoid it.
