It's called "obstruction of justice" because it's not illegal if you lie to a cop about what you had for breakfast, it's only illegal if the thing you had for breakfast is an important piece of evidence that will help them solve a case and that's the reason you are withholding it.
As often as Emma lied, I think Jenks could easily get away with obstruction by now. Also calling it "lying to cops" would not be complete since the only real cases I heard of it being used, were along the lines of being in the way of the cops and not leaving the accident scene when told to.
