The Constellation may have a similar aesthetic and use some of the same components as the Constitution but its no more of a evolution of the Constitution than the Miranda class is. They are very different ships. The Shangri La is definitely an evolved version of the Constitution which would lead to the Constitution III or Neo Constitution.
I don't. They recycled too many previous designs from the earlier Star Trek films. It was nice that they created an entirely new design for the episode the Stargazer appears in.

Simple, to lock in as many of the TOS fans with it's retro look. In general, the tactic worked. I don't like the idea but here we are.
