The reason the Past theme was the same in both JP and US is because every other theme was on the CD, so it was as easy as just dragging and dropping a new MP3 file info the disk. But the Past theme was hardcoded and used the actual sound chip instead of CD audio, so they didn't have time to replace it in time for the US release. This is also why the Past needed "remastering" because the original audio sounded a bit crunchy coming from the sound chip.
the CD Audio of the "present" and "futures" music is uncompressed (equivalent to 44.1KHz 1411kbps WAV), not MP3. but you basically got it right, the "past" music of Sonic CD is instead sequenced by the Sega CD's sound chip from samples stored on the disc.
A lot of people favor the JP version because it's catchy but the US version typically fits the environment better. For example, Wacky Workbench US is miles better than it's JP counterpart.
How Sonic CD works is that the game has a time travel focus, the plot is that Eggman has taken over a small planet named "Little Planet" and sent Robot Transporters and Metal Sonic to the past version of every area in Little Planet In order to get the Good Future of each Zone, Sonic must pass though a Time Warp Sign at high speed to enter the Past Version of the level and find/destroy either the Robot Transporters or Metal Sonic holograms, which unlocks the Good Future version of the level. Alternatively Sonic can enter the Special Stages and collect the 7 Time Stones to get the good ending without worrying about entering the Past Versions. In terms of Stardust Speedway itself, here are descriptions from the Sonic Wiki Present Version: "Stardust Speedway is a highway adorned with brass instruments above an enormous city, which glows with many lights during mid-night. A statue of Dr. Eggman can be seen undergoing construction in Zone 2, with girders and incomplete sections." Past Version: "Stardust Speedway's background features a Roman/Greek-style city, complete with an acropolis, pantheons, and surrounding towns. The night sky is not as bright as it is in the present due to the lack of technology, but some stars can still be seen. The Zone is mainly entangled by vines as well. It also has a Gothic-styled building in the center of Zone 2." Good Future Version: "Stardust Speedway is a giant amusement park, with bright pink and green colors dominating the landscape. It looks upon a vast bay with bright cities and boats in the distance, and the Dr. Eggman statue has been replaced by a giant glowing castle in Zone 2." Bad Future Version: "Stardust Speedway has become a corrupted, polluted dystopian city underneath a large electrical storm with a completed statue of Dr. Eggman in the center of Zone 2. The roads and instruments have become rusty and discolored, and no stars can be seen at all." Also the Bad Future Version of Stardust Speedway version is heavily associated with Metal Sonic, not only is it where you fight him, but the themes for both the US and JP versions have been remixed to be his themes for Generations, Mania and Forces
I remember the first time I found out about the JP/EU version of the soundtrack when I was 14. It legit made the past versions make sense. It’s funny because the JP/EU versions show its influences which would be the the New Jack Swing and Electronic that would show up in Hip-Hop/R&B and Club music from that time. The reason the changed the OST in the US, might be because there was a huge kafuffle regarding using samples, and artists not being credited. but i'm glad we got 2 good OSTs.

Based off of this video and comment, I decided to send my friend two songs: Stardust Present JP, and "After The Battle", from Persona 3: Reload. Then, without telling her which was which, I asked her to guess which one was from which franchise. (She knew it was Persona & Sonic.) She got it wrong, so I guess this theory stands :D
A little bit of trivia about the past themes: Sonic CD, as the title imply, is a CD game, which is a addon for the SEGA Genesis/MegaDrive, the addon you plugged into your console making it able to run CD games instead of just cartridge games like it was before (there was also the 32x or Super 32x which were cartridge games but in 32 bits instead of 16 bits, but that's a story for another time) As some people explained here in the comment section, the present, good future and bad future themes were mp3 high quality songs placed inside of the CD itself, the past themes on the otherhand were made with Soundchips, that means they're kinda simillar to the regular SEGA Genesis music, they work with channels and compressed samples and instruments, but were made differently They were probably made like this to really represent the past, since past consoles that use cartridges instead of CDs have soundchip musics instead of high quality uncompressed files, and I think it works That's why the Past themes in Sonic CD are the only ones who can be decostructed, which means you can separate each instrument from the whole song, just like it happens with other soundchip music like songs from the NES, Master System, SNES and the Genesis itself, the present and future themes can't be done the same since they're music files That's also why the past themes weren't replaced in the US version, as someone also explained, they could recompose and just change the other themes with a simple file substitution, but for the past themes it would be a lot more complicated, and the delay of Sonic CD in the US was only for about months, they didn't had enough time to change the Past themes The version you listened of the past track is a restoration made by using the original samples in high quality, to make it have the quality of uncompressed music, the same quality of the other tracks from the other timelines, basically giving the past themes the same quality of "current" music that has CD quality, the original sounds a bit different, but it's basically the same, the one you've heard basically just is a remaster
So I will say even though the JP tracks are so much more funky, that doesn’t mean the US tracks are bad. I would say the US tracks focus more on atmosphere than grooves, and it can be really good at time. That doesn’t mean the US doesn’t have its groovy tracks as well! While it isn't bad, the JP track just fits a fast paced game like this way better, especially given how CD homages the genres of the JP ost and creates it's own distinct atmosphere.

i respect the effort of the u.s.a version, but the JP version is just A WHOLE HIGHER LEAGUE. it also make an actual attempt to make thematic themes for the zone and not just generic videogame soundtracks, that is part of the reason why the franchise's music is top tier, because it always thrives for the highest peak. by the way. the present is basically regular level, past is like a "before technology and eggman" which sounds simplistic and classical. good future is perfect correlation nature-technology hence it sounds positive and good uplifting victorious vibes, bad future is eggman technological corruption taking over the place sounding more techno-sinister evil, is a cool mechanic from sonic CD to time travel in game and not only the background but THE MUSIC changes as well. P.S. i can guarantee you, since atlus (owner of persona) became part of sega (owner of sonic) there WILL be moments when they make references, they also did it with yakuza.
Oh hey! Love Sonic CD cause man it's so good with soundtracks. So if you wanna know why the soundtracks are different are mainly because this game originally came out on the Sega CD add-on and the only music of the stages hard coded in was the past stage music because it uses the normal Sega Genesis chip-tune while the rest are played on an actual CD. So yeah, when Sonic CD came over to the US Sega of America wanted the music to better reflect what they wanted and what was appropriate. Which is honestly really fun. The best way to describe the different philosophies of both soundtracks deals with the names of the stages themselves. The US soundtrack has a Stardust feel to it. A bit more on the spacey side, slow and calming, very soothing. The JP/EU soundtrack is more of a speedway sound. Sounds like you're being chased by the cops but doing it with style.
If you plan on reacting to more Sonic CD level music (which I highly recommend), I might suggest watching them in a different order than you did in this video, now that you know how vastly different the two regions’ OSTs are. I’d do all the US versions together - Present > Good Future > Bad Future, & then all the JP versions together - Present > Past > Good Future > Bad Future. (& btw, the Past version you listened to in this video was, I think, from a Sonic CD /Remix Album/, not from the actual game.)

From what I'm aware there isn't a confirmed reason as to why the US soundtrack was different since the PAL version kept the Japanese soundtrack as was typically the norm for the US as well but most theories I've heard stem from the fact that this game's story according to the manual was rewritten by the localizers to be an extension of one of the Western Sonic cartoons of the time which had a serious tone and differing world, even altering the names of the side characters involved in Sonic CD to names of characters from that non-canon show. Prior to the release of Adventure 1 and Adventure 2 in 1999 and 2001 respectively the western rewrites by localizers of Sonic's stories according to manuals and other such sources of lore were so thorough that Western Sonic lore had nothing in common with original Japanese Sonic lore aside from what could indisputably be gathered from the unaltered gameplay and unaltered game design but even that was twisted to fit by western fan's perspective. Obviously we couldn't just check the web back then. The west around that time had three cartoons, two of which ran simultaneously with one on weekdays and the other on Saturday mornings, and two long running comic series, one American that lasted until 2016 and one UK that lasted until 2000, all set in our version of the Sonic World that the localizers called Mobius. I say prior to the Adventure games because those games' stories had aspects designed to reconcile this disparity in regional lore such as but nowhere near limited to canonizing the western name Ivo Robotnik for the Japanese audience and cementing his Japanese name Eggman instead as a moniker for the Western audiences (which was changed in the first place because 90s western localizers thought it sounded stupid) while essentially de-canonizing most of what we 90s western fans thought was true just by nature of the world it took place in.
It's funny, hearing the originals after getting used to the versions I've been listening to (I found versions of the songs where someone restored the scrapped measures meant to mask the looping [since the original songs were on CD, they would fade out before they could loop properly]).

The US versions are seriously underrated imo. Also that US good future is so underrated and is probably the least heard one. Especially since the new versions of the game make bad future play for the race (which works for JP but US would sound amazing for the race with US good future. I am annoyed with that not being an option to toggle since no one gets to hear that masterpiece. I also wish the US versions would be back on Spotify. I ADORE US GOOD FUTURE SO MUCH AND US METALLIC MADNESS BAD FUTURE BEST SONGS IN THE GAME HANDS DOWN Also US bad future is very good and im glad they remixed it by making a techno version in forces of all things lmao. But it’s very underrated imo compared to the super famous JP bad future. And TBH fits the bad future atmosphere way more than the JP version. The JP version is perfect for the metal sonic race tho. I really like how the US version of the whole soundtrack sounds darker and creepier to me just metallic madness too. Like it fits the vibe more with its grittier and grungier songs.

Stardust speedways bad future (jp/eu) is now the theme of metal sonic. There are lots of motifs in metal sonic songs in current games too this one song because it was just that good and special.
So there's this pattern in early Sonic where you have a "calm before the storm" level - the zone before the final challenge - with music that then comes back in a subtle way for the credits theme. In CD it's Stardust Speedway. If you revisit the jp credits theme you might hear some similarity!
The cool thing about Stardust Speedway (excluding US again) is that from past all the way up to good/bad future, the melody is the same except it actually loses a few notes here and there.
This past version is technically a cover using the Sega CD samples. It uses slightly different mixing (the synths are louder) and is more clear sounding than the actual game's past variant, which is intentionally compressed to sound older. Also, the cover is slower.

A reason they might not have changed the soundtrack in the EU is because Stardust Speedway's JP is heavily based on house music, which was popular in the EU.
Sonic CD just released in Europe a month before the US, so they wouldn't have had anything to change it with, never mind the fact that there is no sane reason you should "change" anything for other regions other than saving on licensing rights (nonsense in this case), just having a huge ego as producer or to randomly flex your new audio team, which is what supposedly happened at SoA.
I'm from Uk so i would say the EU\JP version is my childhood since it's the one i always listened to the most thanks to Toot toot sonic warrior. The US one is good but a lot of people like our version a lot better since it's more funkier and i can see why some people just like the toot toot sonic warrior over sonic boom .plus JP/EU version was the one i played with mainly. So i can understand why people love JP\EU one more better due to the tracks being so good Palm tree panic is a good song from this game to also listen too though the boss music not so much you will have nightmares days hearing that. it still blows my mind that the sega of america guys heard one of the grooviest soundtracks ever written and thought to completely get rid of it. not that the american soundtrack is bad by any means, it just doesn’t measure up to the japanese one imo.
You should listen to both versions of Sonic generations city escape as there are 2 different remixes of the same song. One being a classic version of the song which changes the song to a more retroish style, The modern style changes the song to the more modern sonic music style with guitar and all of that. The game did this with a bunch of other sonic tracks also but I just like the city escape versions the most and you should definitely check it out!
There's not really a definitive answer why Sonic CD has two soundtracks, one of the composers Spencer Nilsen suggest that the America marketers over at Sega of America wanted something a little more musically rich and complex. I also remember reading somewhere that they changed it because the JP ost used a lot of samples didn't want to get into legal trouble, that's way the Past Theme's are unchanged because they don't use any. (i think)

The reason the Past theme was the same in both JP and US is because every other theme was on the CD, so it was as easy as just dragging and dropping a new MP3 file info the disk. But the Past theme was hardcoded and used the actual sound chip instead of CD audio, so they didn't have time to replace it in time for the US release. This is also why the Past needed "remastering" because the original audio sounded a bit crunchy coming from the sound chip.

the CD Audio of the "present" and "futures" music is uncompressed (equivalent to 44.1KHz 1411kbps WAV), not MP3. but you basically got it right, the "past" music of Sonic CD is instead sequenced by the Sega CD's sound chip from samples stored on the disc.

How Sonic CD works is that the game has a time travel focus, the plot is that Eggman has taken over a small planet named "Little Planet" and sent Robot Transporters and Metal Sonic to the past version of every area in Little Planet
In order to get the Good Future of each Zone, Sonic must pass though a Time Warp Sign at high speed to enter the Past Version of the level and find/destroy either the Robot Transporters or Metal Sonic holograms, which unlocks the Good Future version of the level.
Alternatively Sonic can enter the Special Stages and collect the 7 Time Stones to get the good ending without worrying about entering the Past Versions.
In terms of Stardust Speedway itself, here are descriptions from the Sonic Wiki
Present Version:
"Stardust Speedway is a highway adorned with brass instruments above an enormous city, which glows with many lights during mid-night. A statue of Dr. Eggman can be seen undergoing construction in Zone 2, with girders and incomplete sections."
Past Version:
"Stardust Speedway's background features a Roman/Greek-style city, complete with an acropolis, pantheons, and surrounding towns. The night sky is not as bright as it is in the present due to the lack of technology, but some stars can still be seen. The Zone is mainly entangled by vines as well. Good Future Version:

Also the Bad Future Version of Stardust Speedway version is heavily associated with Metal Sonic, not only is it where you fight him, but the themes for both the US and JP versions have been remixed to be his themes for Generations, Mania and Forces
The bad future of JP/EU was used as the metal sonic boss/race theme, which is why it’s fast paced (same thing for US)
I remember the first time I found out about the JP/EU version of the soundtrack when I was 14. It legit made the past versions make sense. It’s funny because the JP/EU versions show its influences which would be the the New Jack Swing and Electronic that would show up in Hip-Hop/R&B and Club music from that time. A little bit of trivia about the past themes:
Sonic CD, as the title imply, is a CD game, which is a addon for the SEGA Genesis/MegaDrive, the addon you plugged into your console making it able to run CD games instead of just cartridge games like it was before (there was also the 32x or Super 32x which were cartridge games but in 32 bits instead of 16 bits, but that's a story for another time)
As some people explained here in the comment section, the present, good future and bad future themes were mp3 high quality songs placed inside of the CD itself, the past themes on the otherhand were made with Soundchips, that means they're kinda simillar to the regular SEGA Genesis music, they work with channels and compressed samples and instruments, but were made differently
They were probably made like this to really represent the past, since past consoles that use cartridges instead of CDs have soundchip musics instead of high quality uncompressed files, and I think it works
That's why the Past themes in Sonic CD are the only ones who can be decostructed, which means you can separate each instrument from the whole song, just like it happens with other soundchip music like songs from the NES, Master System, SNES and the Genesis itself, the present and future themes can't be done the same since they're music files
That's also why the past themes weren't replaced in the US version, as someone also explained, they could recompose and just change the other themes with a simple file substitution, but for the past themes it would be a lot more complicated, and the delay of Sonic CD in the US was only for about months, they didn't had enough time to change the Past themes
The version you listened of the past track is a restoration made by using the original samples in high quality, to make it have the quality of uncompressed music, the same quality of the other tracks from the other timelines, basically giving the past themes the same quality of "current" music that has CD quality, the original sounds a bit different, but it's basically the same, the one you've heard basically just is a remaster
So I will say even though the JP tracks are so much more funky, that doesn’t mean the US tracks are bad. I would say the US tracks focus more on atmosphere than grooves, and it can be really good at time. That doesn’t mean the US doesn’t have its groovy tracks as well! Would love to see you react to more Sonic CD tracks and great video as always!

While it isn't bad, the JP track just fits a fast paced game like this way better, especially given how CD homages the genres of the JP ost and creates it's own distinct atmosphere.

So, in Sonic CD, during the Boss Act of Stardust Speedway you'll fight against Metal Sonic, Dr. Eggman's creation made to be a better Sonic in everything, he's the one robot that was fighting against Sonic in the image of all those videos you watched, and during this fight, you'll always hear the Bad Future theme, even if you transform the zone into its good future, when you get into the boss, you'll always hear the Bad Future theme
Due to that, the Bad Future theme has kinda been transformed into a Metal Sonic theme that constantly gets remixed and reused when you fight him again in later games, there still are some original themes made for him later, but most of the times that song is used to be his theme

Oh my gosh please do this with the entire CD soundtrack! This is an excellent format for comparing the different approaches the composers took!
i respect the effort of the u.s.a version, but the JP version is just A WHOLE HIGHER LEAGUE. it also make an actual attempt to make thematic themes for the zone and not just generic videogame soundtracks, that is part of the reason why the franchise's music is top tier, because it always thrives for the highest peak.
by the way. the present is basically regular level, past is like a "before technology and eggman" which sounds simplistic and classical. good future is perfect correlation nature-technology hence it sounds positive and good uplifting victorious vibes, bad future is eggman technological corruption taking over the place sounding more techno-sinister evil, is a cool mechanic from sonic CD to time travel in game and not only the background but THE MUSIC changes as well.
P.S. i can guarantee you, since atlus (owner of persona) became part of sega (owner of sonic) there WILL be moments when they make references, they also did it with yakuza.
Oh hey! Love Sonic CD cause man it's so good with soundtracks.
So if you wanna know why the soundtracks are different are mainly because this game originally came out on the Sega CD add-on and the only music of the stages hard coded in was the past stage music because it uses the normal Sega Genesis chip-tune while the rest are played on an actual CD.
So yeah, when Sonic CD came over to the US Sega of America wanted the music to better reflect what they wanted and what was appropriate. Which is honestly really fun. The best way to describe the different philosophies of both soundtracks deals with the names of the stages themselves.
The US soundtrack has a Stardust feel to it. A bit more on the spacey side, slow and calming, very soothing.
The JP/EU soundtrack is more of a speedway sound. Sounds like you're being chased by the cops but doing it with style.
If you plan on reacting to more Sonic CD level music (which I highly recommend), I might suggest watching them in a different order than you did in this video, now that you know how vastly different the two regions’ OSTs are.
I’d do all the US versions together - Present > Good Future > Bad Future,
& then all the JP versions together - Present > Past > Good Future > Bad Future.

From what I'm aware there isn't a confirmed reason as to why the US soundtrack was different since the PAL version kept the Japanese soundtrack as was typically the norm for the US as well but most theories I've heard stem from the fact that this game's story according to the manual was rewritten by the localizers to be an extension of one of the Western Sonic cartoons of the time which had a serious tone and differing world, even altering the names of the side characters involved in Sonic CD to names of characters from that non-canon show.
Prior to the release of Adventure 1 and Adventure 2 in 1999 and 2001 respectively the western rewrites by localizers of Sonic's stories according to manuals and other such sources of lore were so thorough that Western Sonic lore had nothing in common with original Japanese Sonic lore aside from what could indisputably be gathered from the unaltered gameplay and unaltered game design but even that was twisted to fit by western fan's perspective. Obviously we couldn't just check the web back then. The west around that time had three cartoons, two of which ran simultaneously with one on weekdays and the other on Saturday mornings, and two long running comic series, one American that lasted until 2016 and one UK that lasted until 2000, all set in our version of the Sonic World that the localizers called Mobius.
I say prior to the Adventure games because those games' stories had aspects designed to reconcile this disparity in regional lore such as but nowhere near limited to canonizing the western name Ivo Robotnik for the Japanese audience and cementing his Japanese name Eggman instead as a moniker for the Western audiences (which was changed in the first place because 90s western localizers thought it sounded stupid) while essentially de-canonizing most of what we 90s western fans thought was true just by nature of the world it took place in.
It's funny, hearing the originals after getting used to the versions I've been listening to (I found versions of the songs where someone restored the scrapped measures meant to mask the looping [since the original songs were on CD, they would fade out before they could loop properly]).

The US versions are seriously underrated imo. Also that US good future is so underrated and is probably the least heard one. Especially since the new versions of the game make bad future play for the race (which works for JP but US would sound amazing for the race with US good future. I am annoyed with that not being an option to toggle since no one gets to hear that masterpiece. I also wish the US versions would be back on Spotify.

And TBH fits the bad future atmosphere way more than the JP version. The JP version is perfect for the metal sonic race tho.
I really like how the US version of the whole soundtrack sounds darker and creepier to me just metallic madness too. Like it fits the vibe more with its grittier and grungier songs.

Stardust speedways bad future (jp/eu) is now the theme of metal sonic. There are lots of motifs in metal sonic songs in current games too this one song because it was just that good and special.
So there's this pattern in early Sonic where you have a "calm before the storm" level - the zone before the final challenge - with music that then comes back in a subtle way for the credits theme. In CD it's Stardust Speedway. If you revisit the jp credits theme you might hear some similarity!
The cool thing about Stardust Speedway (excluding US again) is that from past all the way up to good/bad future, the melody is the same except it actually loses a few notes here and there.

This past version is technically a cover using the Sega CD samples. It uses slightly different mixing (the synths are louder) and is more clear sounding than the actual game's past variant, which is intentionally compressed to sound older. Also, the cover is slower.

A reason they might not have changed the soundtrack in the EU is because Stardust Speedway's JP is heavily based on house music, which was popular in the EU.
Sonic CD just released in Europe a month before the US, so they wouldn't have had anything to change it with, never mind the fact that there is no sane reason you should "change" anything for other regions other than saving on licensing rights (nonsense in this case), just having a huge ego as producer or to randomly flex your new audio team, which is what supposedly happened at SoA.

I'm from Uk so i would say the EU\JP version is my childhood since it's the one i always listened to the most thanks to Toot toot sonic warrior. The US one is good but a lot of people like our version a lot better since it's more funkier and i can see why some people just like the toot toot sonic warrior over sonic boom .plus JP/EU version was the one i played with mainly. So i can understand why people love JP\EU one more better due to the tracks being so good Palm tree panic is a good song from this game to also listen too though the boss music not so much you will have nightmares days hearing that. But thats my take on this since im Uk base i would say JP\EU OST is my fave personally. guys should we tell her about the remix versions of star dust speed way for sonic generations? LOL.

it still blows my mind that the sega of america guys heard one of the grooviest soundtracks ever written and thought to completely get rid of it. not that the american soundtrack is bad by any means, it just doesn’t measure up to the japanese one imo.
You should listen to both versions of Sonic generations city escape as there are 2 different remixes of the same song. One being a classic version of the song which changes the song to a more retroish style, The modern style changes the song to the more modern sonic music style with guitar and all of that. The game did this with a bunch of other sonic tracks also but I just like the city escape versions the most and you should definitely check it out!
There's not really a definitive answer why Sonic CD has two soundtracks, one of the composers Spencer Nilsen suggest that the America marketers over at Sega of America wanted something a little more musically rich and complex.
I also remember reading somewhere that they changed it because the JP ost used a lot of samples didn't want to get into legal trouble, that's way the Past Theme's are unchanged because they don't use any. (i think)

The sonic community have debated about the preferred ost variants. I like seeing a fresh reaction from new fans.
Here in Stardust Speedway the overall winner for me is JP. I wouldn't count past since it is the same for both versions. Present : JP > US. GF : JP = US. BF : JP > US.
