Sorry for the delay. Yes, you can lock them. There is a clip. If I don't want to use the waste strap, I lock the two in place and make the cord/strap as sort as possible and they don't really get in the way. Alternatively, I could probably stick a velcro and have them really tuck away. I find the Gonex fine, but this one is super heavy duty. Just my opinion.
About six years later, I upgraded to something smaller, but this backpack was still in great condition except for a couple of hoops that I caught on something and sipped the seam. The padding, of course, was a bit flatter over the years of carrying heavy loads. I think we can get bored of it before it falls apart-like Toyotas...
Funny that you mention that, Valentino. I was fine with it last fall when wearing my rain jacket. I guess the hood sort of protected the neck. I wore it recently in Mexico, with just a t-shirt and noticed it rubbing a bit. I placed my microfibre cloth over my sweaty neck and I was fine. I still appreciate the fatty handle especially with a heavily loaded bag.
The straps are strong and meant to hold weight. I can see a skateboard being held / strapped with bungie cords. I am not a skater, however, so I'm not sure how you'd transport one :)
