100%. Just started on the video. It looks like there is a resonance between the front and rear suspension, alternating between slight front compression / rear rebound and vice versa, but before any actual suspension dampening takes place in either end.

there is a reason for it. when they downshift the engine brake breaks the contact with the ground and creates tiny jumps of on and off grip. because the engine brake doesn't let the wheel catch the tarmac speed. as the wheel is directly connected to the primary and secondary transmission, the whole vibration goes through the frame and engine as well ! so you feel like on a vibrator for a quick moment. lile holding a pneumatic hammer through the handlebar and so on... the whole bike. problem is, they could put less engine brake and reduce this but the bike will not turn then. they rely a lot on engine brake to make the bike turn. they're so freakin stiff ! so it would be trading laptime for comfort. and that's not possible in MotoGP.
Chattering=vibration Aerodynamic wings= more air , more perturbation and vibration= more chattering. The more the aerodynamics the more chattering. The solutions may be a vibrational device vibrating the opposite. Ducati can figure it out
