Keep this plant at a place where it can get at-least 4 hours of sunlight and then create a fertilizer schedule. Add NPK every 15 days and add bonemeal+vermicompost every 30 days to increase flowering

They can survive if the soil composition is good. Try adding manure to soil and improve drainage. Most plants die from overwatering and insect attack. Also spray neem oil concentrate on leaves every 15-20 days

I have buds but fall off before blooming. They are in direct hot light in the morning. Should I water every other day?
If sun is hot then water every day. When buds are forming hibiscus needs regular watering for flowering. Also add fertilizer
