Labuan in Malaysia is probably the next best bet, and even a trading company there is only a 3% tax rate. Obtaining banking is the big issue for most of the traditional island style tax havens, which is why Jersey and Guernsey, and the Isle of Man could make sense because they have banking, but honestly a US LLC operating company managed in a tax treaty country where the place of incorporation and not the place of management is where it is considered tax resident, with a Labuan holding company is probably going to be your best bet so long as your employees are not in the US. It might involve the holding company also owning an employee services company too, but those work best when you can offer that as a service to many other companies too, but you will still need transfer pricing studies. Even in Dubai the odds are you will want a UK LLP or US LLC as a billing company, or maybe both.
Just for the record, uae is no longer tax free. Starting June 2023, all companies are paying corporate tax of 9% based on their income
