@@caddscience8822 actually clamp cylinder should be as near as possible to the PLP. Instead of L block NC, go for I block NC and use L blocks for 2 way shimming. This will bring cylinder close and it can hold panel with force.

Why you are not using coincidence command, offset command in assembly design.
Assembly constraints are not much used in catia as snapping is very easier and faster
