Russia has been sending ships to Cuba for a long time just like Russia has been flying Bombers towards US shores forever.
Russian bombers don’t get over US shores. They are intercepted long before they enter US air space over the ocean. Russian bombers are all obsolete junk anyway in a war they would all be gone in the first couple days.
Not sure about bombers but there is a treaty where Russian spy planes are legally allowed to fly over the Pentagon and the White House. Last flight was in 2017 where a Russian spy plane flew over the Pentagon in low altitude.

1. His surface ship can't make it to Cuba without a tanker.
2. A necessary component of a Russian flotilla is the tugboat.
3. The cruiser should be able to make it to Cuba without sinking. If the submarine sinks they'll just say it's submerged.
