I see the lanes as employees and adding lanes is like adding people to increase flow, this doesn´t solve the actual problem since the new lane will fill up soon enough.
What if the bottle neck is caused by a bad manager, how does one go about fixing anything if the issue is caused by the ones in charge of fixing the bottle neck?

Selfishly I would love to see how you apply Lean principles at a portfolio level... visualising work in progress, limiting WIP etc, but especially how you identify bottlenecks at that level. I am only familiar at the team level with implementing Lean techniques.
