Pan Pan is a lower level emergency call than Mayday. It means they are having an emergency but can still fly. Mayday needs to get on the ground now, Pan Pan needs to get down soon.

LOL. It is because this was mostly departure ATC. It is JFK tower and ground ATC that have the reputation of being grumpy and rude.
