We always put our ponchos in the "map case" inside the cover flap of the pack. Lays flat, easier to get to in bad weather, and you could put more ammo/ordnance in the lower pouches.
And as a smart paratrooper, one always had two of everything, one for using and one for turning back in to CIF upon PCS and ETS. Also the CIF issue kit was for the inevitable inspection that was always right around the corner.
