Not sure where you can find it, but the backing track is used in the film version of "You Can't Stop the Beat", when Edna Turnblad is dancing.

Because they are acting as characters, specifically white teenagers from the early 60s local TV show that actually has a program named N word day. Watch the movie and you'd get the context.
The lyric is Negro Day, not the N word. Negro was a perfectly acceptable word for black in the 1960’s when Hairspray is set.
