Pravus, there's probably chances of something called surprise attacks. If an event like that pops up, Insurgents spawn without camp assistance. It's a way to throw players off into thinking there's a camp. They can also trigger on stable zones.
Also you will get surprise attacks, which scales with insurgent capability I think so, when the insurgents controlls 3 sones or less. This will at minimum spawn 3 insurgent fighters in a randome zone, so hoping that security iniatives will finish them off (local millitias and local police recruitment) is futile, unless the police chief advisor is selected. Be aware that the insurgents will nearly always spawn at camp on the selected zone, even if stable. The higher insurgent capability, the strenger each fighter becomes, as well as increasing the amount of fighters spawned from camps, if my memory is correct.

After playing several custom scenarios I felt they were missing something, and so I had the idea of a proper urban warfare scenario, with all the messiness it entails. I made ‘Battle for Mosul (Iraq)’ in RebelInc Mobile which not only has improved mechanics for the attritional urban warfare that the Coalition and Iraqi army faced, but also has flavour with the map and actual history. I’d really appreciate if you could check it out. Thanks!

Cutting Corners and Oil Lobbiist pretty much cancel each other out. On one end you want your coalition soldiers to be stationary, but on the other one, you weaken your national soldiers to such a degreee that they cannot win fight. In the end you are forced to move your coalition soldiers to win fights, negating Oil Lobbist completly.
i wonder why you never choose NGO charities in your plays, i always buy it for only 7$ and when i choose funding only it increase my annual budget with 4 extra dollars and don't increase my inflammation and corruption
It takes three years for you to see any notable profit out of it. At that point, you're starting to enter the mid game where the difference is negligeble. Not to mention those 7$ can make or break an early game.

I mean this is pravus we are talking about so if he doesn't cut corners then he will never train national soldiers before it's too late
