When you see a situation where a there is still a lot of demand for an item (water) but you have quite bit of research of it, it means there is a bottleneck in the building the project. Upgrade your outreaches to be able to build more and faster at the same time

@@SculkingCasso the only outreaches i ever get are remote ones simply for when ive already dealt with the insurgency and am currently waiting for the mountains the insurgents hide themselves all game to stabilize so i can move my soldiers forward without a camp spawning because the game feels like throwing me off

One small tip here is that the Billionaire governor can easily wipe out sleeper cells but you do have to be wary about your corruption. Since insurgents spawn a lot your corruption just goes through the roof
To be honest the tactician should just have a flat "kill one insurgent after winning combat" instead of the 2.2% higher chance of killing an insurgent aftet winning combat.

I'm guessing they take longer to set up just to get them on par with Coalition soldiers? In RTS terms, it's like building a Marauder Tank and having it go around upgrading with scrap metal to become a double-barrelled heavy tank... or you just build an Overlord Tank and put some Gattling Cannons on it. ...probably a bad example as the scrap upgrades are free but it does require the tank gets some kills in order to get that scrap.
