I think it was deliberate. The writers and the Director knew all about the comics, so when they couldn't make Carrey into Big Head they brought him in via Dorian.
The scene where he shoots the bullets back with his mouth is actually the only time we see dorian use his mask powers. I would've loved to see more of his mask form.
If you read the original script that’s floating around online, it was originally supposed to show more of Dorian’s powers while under the influence of the Mask. He even gets ahold of it a third time right before the bomb explodes. Stanley never gets to wear it again after the Cuban Pete scene. The filmmakers decided they wanted to see Stanley as the Mask one last time so they basically re-wrote a lot of the ending. I think they did good in the end, personally. But, the script is a good read. Really gives you a better in sight on Dorian’s character too.

There’s something about 90s films that just do it perfectly. There’s this visceral, gritty, yet cinematic (pun intended) feel to them. The execution of visual and practical effects along with sound design and overall production value that is simply unmissable. From terminator 2, Jurassic park, mission impossible, the mask, speed, Independence Day, face-off, the rock, titanic, se7en, fight club, the matrix. The 90s is the best era of cinema.
Looking at this sequence again, one touch I really like is that unlike his henchmen, Niko immediately flips the table for cover, hinting that he's been in enough gang shootouts that he knows what he's doing. It's a detail that tells us about the character, implying a whole story behind him, while setting the stage for a dramatic death.

Yes, when Ipkiss wore the mask it revealed his inner desires, his more mischievous side, but when Dorian put the mask on, his mobster character became a far more evil & demonic presence.
