I have easily got the Legendary ranks even though I have reached the 15% mark in campaign as well as completing the DLC The Following. The biggest gripe I have against the The Following DLC is that it takes much more to kill each zombie than it usually would in the original campaign.
Original Campaign game play: Strike the zombie across the neck to decapitate it or to dismember it with a powerful enough weapon.
The Following DLC: Strike the zombies across the neck with the exact same weapon and the zombie doesn't die, strike it again and it still doesn't die, strike the zombie again and it still doesn't die, strike it again and it finally dies.
I am currently using weapons that deal anywhere between 1000 damage to 1300 damage and that's after upgrading a weapon with standard damage stat being at 780 points to 850, using double effects blueprints granting weapon damage boost between 100 to 200 points as well as using King Modifications on Legendary equipment boosting every stat by at least 300 to 400 points each. One decapitating strike kills everything with one hit except for the Goliaths, Brutes, Night Hunters and most cases Volatiles.
With the campaign mode i can cleave a few zombies with a strike and that's with decapitation strikes but with the The Following DLC all it does is knock them back a little which makes them stumble, once they recovered they come back at you and try to bite, you strike them twice, three times, four times and maybe five and they still come back at you to bite you which makes dealing with larger numbers near impossible.

Are you sure you weren't on Nightmare mode? 1000-1300 can't decapitate Enemies in 3 hits...

the modifier is the prefix, engraved semi shotguns all have same damage, around 4k at legend 1 i believe and maxed its 14k

@@geminidachef9642 I have a theory he did not exploit a glitch to get the high damage weapons. Once your stats are maxed out I expect it would be easy to get high quality weapons.

When i do this i see op guns but for some reason when i go in the shop the orange ones dont have that high damage and the damage is just regular
you see, its not the weapon getting most of the time, its you leveling your legend level so it shows how much damage you can deal
The only part that actually makes this a glitch is the duplication for easy exp, which doesn't work anymore. When you level up your firearm, it increases the damage of the weapons you own as well. And you don't have to be a low level for that to happen..........just at a low level everything will seem the most OP because you haven't progressed in the game
I think in the next patch they will fix this unless it was intended but they accidentally made people with original characters only able to see low damage guns

you don't need to drop 99 you can drop 10k and pick up and keep doing the process and then turn in the deliver drops and then you will get to lvl 250 really fast

Did this trick (PC), but didn't see any of the very high damage weapons. Best I have seen are 8900 shotgun, 1200 pistol, 1300 police rifle, 1100 smg
on pc all these are patched because people use mods to make their any weapon do 40k damage or more

in the following there is a very very rare Advanced Combat Shotgun thats like 10,000 damage on up depending on legend

Great but will this help with night hunter invasions?? Bcuz it seems like desite both most of my melee weapons doing 5000 - 7000 dmg and my guns doing 2000 - 9000 damage, even the basic zombies make my sword look like a foam nerf bat and my shotgun look like a super soaker :( why is that?? The only thing i can seem to effectively kill is the NH himself with a solid 3 hits but other than that my guns are almost entirely useless and i spend 5 mins going captain falcon on ONE basic zombie like im using a broken rusty pipe, in fact PUNCHING them is more effective >:( i dont get it, someone plz tell my why and how this happens, the stats changing and "balancing" and whatnot bcuz im kinda annoyed how a decent lvl 250 can easily get rekt by a noob night hunter

Guys I have nothing in terms of weapons, medkits, survivor rank etc, I fully completed the game and the following, had all the weapons in the game, came back a month later and all my progress was lost so I had to start again from scratch, I would appreciate anyone willing to help me by providing me with some stuff, oh and I’m on PS4 btw

Only thing I'm finding is an AR base dmg of 439 (normal max without legend boosts is 368) everything else is topping out at normal base dmg.
List of gun max normal base dmg:
Shotgun 2550. Pistol and smg 331.
Rifle 368.
(I didn't include revolvers in my list, as last wish is bounty only and does same as top end pistol. One following quest reward revolver has higher dmg but as a quest item i doubt finding anything higher is possible

Damn it I wish I had seen this video first. I did the glitch and maxed out all my legendary levels in every categories. Now the max gun damage I have is the shotgun that's like 8900 something-ish. I already saved over all my save files and too lazy to play from the beginning again. 8900ish damage still one shot a demolisher in the head so I guess I'm not really that mad.

Despite my initial skepticism, this still works as of 9/11/2019. But beware, if you intend to take advantage of this exploit legitimately, you'll need to really spend some time for it because of the disaster relief on-site package grinding at the Stuffed Turtle.
Unless you actually are cheating to have all the packages you ever need, drop trading packages with other characters is disabled, so you WILL need to grind all the packages needed to level Survivor to max to take advantage of this exploit.
This means you'll need a little above 300 packages to successfully perform this exploit. Also, do NOT turn them all in at once. If you turn all 300 at once, they will all be valued at a lower amount, because package experience value is dependent on your survivor level. For example, at level 5 survivor level, a package is worth 2,500 Survivor points. Every survivor level you gain adds an additional 500 points to the value of packages, which means after level 5, a package is worth 3,000 at level 6, then 3,500 at level 7, and so on until finally capping out at 11,000 per package if I'm not mistaken.
So, the best way to minimize the amount of packages you need to turn in should be small, exact increments that are almost exactly worth the amount of experience needed to advance a level.
Once you've done that, simply check the inventory of that vendor, and he should start selling guns that offer around 50% more damage than normal. Be aware that there are some minor fluctuations in the damage. For example, I found an advanced police rifle in the shop that did a base damage of around 450. But then I slept in the bed to reset the shop stock, and I found another police rifle that was doing around 550 base damage. So, basically, keep in mind the damage values you see in the shop, and fool around with sleeping to see if it can sometimes randomize to be higher.
Also, you will need to find a way to get money to buy these weapons obviously. A gun costs around 12k average in the shop, so it's a good idea to have a friend, and weapons (or valuables like cigarettes or coffee) you can trade to your friend to trade to your exploit save file so that you have the money to buy them. If you don't have the means to do this sort of trading, then you won't really be able to take advantage of this exploit.
Switch to nightmare mode (packages are then worth 11,500) and use duplication glitch to dupe packages then go to the Infamy Bridge and lock pick police vans and get jewel box’s then duplicate those for cash. Whole thing only took me 10 minutes to complete
