SharePoint Advanced Management - Sharing Links Reports

I am an administrator for SharePoint Online, and I am wondering if I need to purchase the SharePoint Advanced Management Plan license for everyone ?. Or can I buy, for example, 10 licenses and assign them to myself and other site administrators?

I wish it was that way, but you'll have to license all users.
