What is NEPA - North East Pennsylvania? Sorry if I'm totally off. If you're in the US, any competent car audio shop that installs remote car starters should be able to do this. You could look for a Compustar dealer since that is a popular brand that covers manual transmission, but for this particular model we recommend Fortin as they're the only ones that have supported software. Fortin is not as common in the US. They're a Canadian company, but their products are available here. I think because we have Jeeps and drive manual transmission we know about this, but there are some shops that still don't want to get into it even though there are products designed for it with safety precautions built in.
