Woman Arrested for DWI After Driving Without Headlights in Mount Laurel, NJ

  • Around 2:47 AM on January 21, 2023, Officer David Stinsman with the Mount Laurel Police Department was driving south on Route 73, and he observed a 2015 Honda Civic Coupe driving with no headlamps in the vicinity of Granite Avenue. The driver headed towards the exit ramp for I-295 northbound, and he observed the driver brake hard before turning onto the ramp. After the driver merged onto I-295, Officer Stinsman initiated a traffic stop on the highway. After she pulled over, he made contact with the driver, who was identified as Grace.
    Grace was asked for her documents, and Officer Stinsman asked her where she was coming from. As Officer Stinsman was speaking with her, he detected the odor of alcohol. Grace told him that she was coming from her friend’s house, but initially denied consuming alcohol before admitting that she had consumed alcohol about 2 hours prior. As he returned to his patrol car to check her documents, Officer Scheuren arrived on scene to assist. Grace told Officer Scheuren that she had consumed alcohol at a bowling alley earlier that evening. Based on his suspicion of impairment, Officer Stinsman asked Grace to perform field sobriety exercises.
    The first exercise was the Walk and Turn test. During the Walk and Turn test, Grace failed to touch heel-to-toe on each step and used her arms for balance. The second and final exercise was the One Leg Stand test, and Grace failed to raise her foot in the proper fashion and swayed while balancing.
    Based on her erratic driving patterns, the odor of alcohol on her person, and her inability to adequately complete the field sobriety exercises, Officer Stinsman placed Grace under arrest for driving under the influence. A search of her vehicle incident to arrest revealed an open container of Tito’s Vodka (375 ml) that was about 3/4 full. Her vehicle was impounded for a mandatory 12-hour hold under John’s Law. She was transported by Officer Stinsman to Mount Laurel Police Headquarters for further processing.
    At police HQ, Grace was read the Standard Statement for Motor Vehicle Operators and agreed to submit breath samples for testing. Officer Santiago administered the Alcotest machine and her results indicated a BAC of 0.11%, which was over the legal limit of 0.08%. After they were finished with processing her, Grace was eventually released to a sober adult at 5:26 AM after she signed the Potential Liability Warning Form on her behalf. She was issued the following summonses: Operating under the influence, reckless driving, expired registration, failure to use lamps, and maintenance of lamps

The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.

    I leave work every night between 12:00 - 12:30 am and I can tell you so many ppl drive without lights. I will flash my lights and not one driver has ever turned their light on. I’ve been taught years ago if a driver flashes their lights at you, check your lights. Do people not understand this?

      Probably they don't understand, here in fl I see maaaaaany a holes driving with their lights off .it's incredible they own a car and don't know what lights are😂😂😂

      If I drive for 10 minutes at night I'm going to see a car running without lights. Probably I'm going to see two.
      Frankly I don't understand why it's still possible to do this with modern vehicles. The car has a photo sensor and can tell if it's dark. It's got a bell that tells me if I'm not wearing my seatbelt. Why are there not indicators inside that worn the driver if you're driving blacked out

      Sometimes the roads are so bright already u don't notice headlights aren't on. Nor do I pay attention to headlights of opposite traffic

      Back in my young and dumber days, I once drove home through "the gauntlet" as we referred to, a ~5 mile straight stretch passing through several small towns, always packed with cops after having a few. Wasn't even 21 yet so anything was too much. I finally realized my lights were off when I was only two blocks from home. Got super lucky with that one. That was nearly 20 years ago and I haven't drank for years.. Just kind of grew out of it. Not my thing.

      If you go to a court date in Mount Laurel, that place is packed every time. Mount Laurel don't play! I lived there for many years

    I worked & lived in Mount Laurel for many years and raised my 3 daughters there. Worked one Mile down the street from MLPD Then moved to Texas.

      Yeah, me too. Right off Fellowship Road for a major company after college. Used to be a bar at the corner of Fellowship and 73. Was full of drunks Friday nights. Cops were always there after 11PM, a lot of the women got crazy drunk. Dated my share of Jersey girls back then.

    I'm only at the part where she just MISERBLY failed the exercises & TBH IF she ended up getting a good lawyer, those tests could have been thrown out because the officer describing the exercises DID NOT SAY "remain in this position until I tell you to start"-I double back'd just to make sure and he definitely didn't say it, not only for the 1st one but the 2nd one, as well. Therefore a good lawyer would make the argument that even though she did not do well, the officer did not say the instructions properly. These MTL cops are THE WORST, so are Evesham ones. I'm from the area & they're just rude. With the work I do, I deal with a lot of different police in different areas and MTL & Evesham are by far the worst.
