I’d say that for an absolute beginner, they aren’t necessary in the slightest. To answer your question though, are they ESSENTIAL for electric guitar playing? No. You can absolutely play without them. I think that amps give quite a decent range of initial choice! But if you are a more intermediate/advanced player and want to mess around with sounds, then they do make a helluva difference!
