For all the judo coaches and commission members: start a own tournament/ federation where you bring back all the banned, but nice throws, like leg grabs, kami bazami, chosen judo etc.
Then teach classes gi and no-gi.
Then start doing competition with these rules. Believe me, this will help Judo tremendous to stay relevant aswell as interessting to newer players and many fighters coming in from other martial arts. Judo is such a nice and elegant sport, aswell aa its technice fits mma and other mixed martial arts aswell. But it needs applicantions urgently. Otherwise it will fall of!! Mark my words!

I thought grabbing an opponent below the belt was not legal in judo competitions.

Its not allowed under current IJF rules.

Not with current rule set in sports judo. but Sukui nage is still part of the grading syllabus, along with kata guruma.
