Could I get this door panel and install it in North American Tiguan?
For North American Tiguan - the rear door does not have that panel with the ambient lighting (and lighting in door handle).
I am looking to replace existing door panel with euro-spec.
Do you have a website I can purchase this panel?

Dose it cause any sound or noise when I install it again?

Just make sure to put everything in place and replace the damaged clips if you have damaged them. No sounds should be heard after the installation.
