try go to group policy>administrative templates>all settings.... then sort the state and find the enable state then u change it to not configured... hope this will help..

For me it works but when I turned it off and open it again the same message come to me again and I have to do the thing again

Try to delete "DisallowRun" and restart your pc. It helped me

a stupid cryptocurrency miner was mining on my CPU and was preventing me from accessing task scheduler and such system apps so I don't find the file lol. used powershell to access it and managed to remove it, this error was still there and setting disallow run to 0 is what fixed it for me. I love you
