I went and find another video to fix that issue and get back to this video again then it worked

The value I type is keep on changing again to 1 what should I do sir
this problem seems to return when im updating the pc... an idea what is happening??
I did the steps, but task manager was still not working as if to restart the system, i did 0 the value for ( Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\system) disable task manager and then was able to restart the system from task manager as shown in the video, then after that the issue was able to resolved, after that changed the value of disable task manager from 1 to 0 again.
Hope this thing will be useful to some one so posted all this stuff.

When i click task manager it is showning that "task manager has been disabled by your administrator" and a "ok" button
Same, I searched up some tutorials to enable it again and then power buttons appeared again
