I am so glad that Amanda/Emily has told David the truth and that he knows his eldest child cared for him so much that she cleared her name. Wonder how long it will be before she tells him that Nolan and Jack knew too. I think what he meant is that until Conrad's enemy is taken down, they can't actively rekindle their father-daughter relationship and that she can't reveal her true identity to the public. Loved when he said, "I am so proud of you, Amanda." What I also loved was when he told her that he loved her.
Jessie Chia Season 4 doesn’t make any sense At first David sided with Victoria, and tells Emily he can’t be her father. Then we find out that he had been planning to kill Victoria since the moment he came back. That’s what Emily said to Victoria when they were abducted. So many inconsistencies.

He just didn't want to let his daughter in danger because back then, he got wanted by his capture, Malcolm Black and Malcolm wanted to capture him. Until Malcolm found out that his daughter got killed while trying to kill Amanda because Victoria ordered her but killed Daniel instead, he declared war and revenge to David.
I think when he said that he couldn't be her father what he was saying was things need to stay as they are. He can't be the father she's needing and wanting right now. Her true identity cannot come out in the public eye. She will still be there I'm sure on the side monitoring his every move and David knows that's his daughter but there are still bad people after him and he doesn't want Amanda/Emily to get hurt. Just like he said he lost her once, he won't lose her again.
At this point i just want the wrongs that were done to Nolan by David cleared up. Nolan is owed and apology. He was hung out to dry for no reason.
