That attack was because of an Israeli attack on an Iranian embassy in Syria as parts of their conflict with Hamas and Hezbollah.
Note that Israel had no business doing that... But they did it anyway.
Which means that Iran is technically justified as far as international laws are concerned. Iran is over-reacting, they are not following any fair level of proportionality. But they are technically justified as far as how the law is written.
With Trump in office? Trump almost started a war with Iran by himself. So that would have changed nothing as he had no leverage or connection with Iran. He might have made it worse.
