I live in California... This is how The California Highway Patrol stops traffic on any road, freeway or highway due to any reason traffic needs to be stopped ahead... I actually had a California Highway Patrol officer stop traffic for me this way due to me having a flat tire and I was stranded on the freeway in the inside lane. He stopped traffic so I could safely move my vehicle off the freeway.
Yeah now I know why I was stuck on the middle of the interstate for 10minutes to finally be able to move up to there being no reason for us to be stopped I thought the cause was a accident come to find out it probably was this
