Yeah but West Virginia was part of Virginia and Maine was part of Massachusetts. Vermont was technically independent during the war due to the US not having a process for adding new states yet, though it still fought alongside the 13 colonies and was de facto part of the USA.

To answer your questions from the end, some nations you could make from the west would include Cascadia, Deseret, or the California Republic. If you want to stretch it a bit, Four Corners is also an optimal choice.

If I remember correctly, the 13 colonies in Age of Civilizations 2 can form either the USA or the Confederacy. Fun to see what Drew ends up with if the 13 colonies end up with
they started with 16 states, West Virginia, Vermont and Maine were part of the thirteen colonies but weren't their own states as they were part of Virginia, (Disputed land between NY and NH) and part of Massachusetts respectably. (I know he commented on this later, thought id add on anyways)

4 Massachusetts
5 New Hampshire
6 Connecticut
7 Rhode Island
8 New York
9 New Jersey

13 colonies is 16 modern day states. The "new" states are West Virginia, Maine, and Vermont
Vermont was only included to make it look more clean. It was never officially a part of another state.

If you go to the diplomacy tab, you can see a country’s relations and wars as well as non aggression pacts, military access, alliances, etc.

Actually, it's the 16 Colonies now. Vermont, West Virginia, and Maine weren't States back then. West Virginia was part of Virginia, Maine was part of Massachusetts as sort of a colony, and Vermont was its own, Independent country until it joined the Union and became the 14th State.

Maine was part of Massachusetts until it was split off to balance free and slave states. West Virginia left Virginia due to secession, as you mentioned. Vermont actually wasn't one of the 13 colonies. It declared its independence from New York, New Hampshire, and Quebec and was an independent country for a time.
