I feel like it would be around somewhere when the USA was happening. Especially the civil war or when it achieved it's true height.
Drew, having too many territories compared to states causes corruption to skyrocket. That's why Russia didn't do that well: they don't have very many possible states at the start of the game but a ton of territory, so... probably have a shit ton of corruption
Combined with the fact that it would cost them way too much to adopt institutions, especially with all the corruption maluses and they almost certainly lagged behind heavily on tech and everything

yeah but having high corruption reduce rebels, i played with oirat and formed yuan i got corruption of 20 or 30 had 0 rebels couldnt do shit just attack :D
@@Alistar608 Having less unrest really doesn't compensate for the autonomy increases or the monarch power cost increases, or the nerfs to spy networks. Sure, internally you're a bit more stable, but externally you'll be wrecked
Yeah but this AI russia had a ton of rebels, I think if their corruption was that bad it wouldn't have had so many rebels. For some reason I feel like the mod didn't give them cores on all their land and they just owned it, but that's probably not the case.

The problem with such a large Nation in this early game is that due to low technology they cannot state every province leading to high corruption, which means expensive power costs. Or if the AI pays off corruption at a high rate that heavily damages their income and therefore their army. Not only that unstated land is essentially useless unless it's charter companied
