It looks like that because it was based off of a Comic or a Book (Depending on what you see it as) So it is hard to Maintain the look of the Comics Artistic Style when going into a 3D Animation, But however the Character designs fit well with the Comic Designs so that is a plus.

For some reason, 3 seconds of one of the movies got just burned into my head and I could vividly and would regularly remember those 3 seconds and for over a decade it would creep back into my mind and it would drive me nuts because I remembered it being a really shitty and weird movie but couldn't remember the name for the life of me.
