If you don't want shutdown on Windows RE, you must be turn off fast startup Open Control Panel, go to Hardware and sound, then go to Power Options Section will be show "Choose what the power buttons do" from left menu Press "Change settings that are currently unavailable" uncheck "Turn on Fast Startup (recommended)"
I had problems with my screen having a seizure flickering in and out sometimes goes to black sometimes when I click, the screen deep-fries itself. To this day, I still have no clue but turning off fast startup gotten rid of the issue of it happening randomly. Unless you're having problems with it, SHIFT CLICKING THE SHUT DOWN BUTTON OR DISABLING THIS FEATURE WILL ONLY CAUSE YOUR COMPUTER TO TAKE LONGER TO START UP. If you are having problems, clicking the "restart" button automatically shuts down and then starts up your computer _without_ saving any core parts of the operating system to the drive, meaning it has to reinitialise everything again which may fix an issue that simply shutting down and starting up the computer using fast startup might not fix.
6months is my estimate, I just had it running a minecraft server in the background constantly, that pc ran silky smooth after the power cut out in the middle of the night i’ll tell you

I had an issue like this and even when I used a new internal hard drive, the issue came back after a few minutes of scrolling through windows. I had to install a new mothbiard for it to work again. I don't know if the ssd that eas installed also became corrupted from that, but I got a new ssd since I didnt want this issue to come nack and didnt have the money to spend on another new motherboard
