Not really. American political culture is highly hypocrite, as well as the French (European) one. None is based on moral grounds. That kind of dialogue of intelligence men is highly unlikely cause between them they are quite cynical about "moralization". CIA torture people (Haspel case), and nobody is really concerned.

In this case it refers to the Maréchal Pétain, a former world war one hero who was the highest officer of the french army at the start of WW2, and was given full power by the french government. He then proceeded to surrender to Hitler, give the latter the northern half, and keep the southern half to himself, maintaining collaboration with the nazis.
He famously replaced the "Liberté, égalité, fraternité" (freedom, quality, fraternity) motto with "travail, famille, patrie" (work, family, nation), which says it all really.

It still exist. However, it isn't a rank properly say, it's a distinction, like the private 1st class. Marshall and 1st class don't have any autority over army general (général d'armée) and private (soldat). It's mostly a way to aknowledge the career and accomplishment of an officer. The title isn't used that much today, since flag officer don't really have opportunities to shine anymore, but it still exist.
Funny thing, the french army actually has two other rank using the word "maréchal": maréchal des logis and maréchal des logis chef, which are NCO rank equivalent to sergeant and staff sergeant. They're mostly used in cavalry unit or former cavalry unit, like Gendarmerie, artillery, armor, train, etc...
