The $35.1million are funds from aid donors SPECIFICALLY for the tsunami areas. The rest of the shortfall for the 1st year of the recovery programme was made up of Samoan taxpayers money. Aid for the tsunami doesn't all come in at once. It is spread out over three years for targetted projects and those funds are only realised in stages. That is why the UN, Chinese, and Japanese tsunami aid has not been received yet.
Tuilaepa should've explained it properly. The money that Campbell Live says that the govt has received was not for the tsunami specifically. They were IMF, ADB and World Bank funds already committed to Samoa long before the tsunami even struck. That money is for wider programme of development projects, not just for the tsunami areas.
